Honestly just kind of confused. Can the state department just set the policy on the number of refugees without dealing with congress? Are they obligated to bring in a certain number based on their budget?
Even if they can just do whatever they want I'm not sure which I would find less surprising:
A state of total internal confusion surrounding the policy
A deliberate decision to just disregard the campaign promise
